Restart the computer in safe mode and then try to delete it.
In case you don't know how, as the computer is beginning to reboot, tap the F8 key. Keep tapping it until you are presented with a boot menu. Then select safe mode. It will look ugly, as you will only be in 16 color mode. This is ok. The next time you reboot normally, everything will look OK again. Once in safe mode, go to control panel, and select internet options. Then delete all your temporary internet files.

That would be a binary file. Are you running Windows or a Mac?

Make sure you've completely shut down whatever browser created the file.
Right-click on the file and click Properties. If Attributes: Read-Only is checked, uncheck it, click Apply and try again.

I don't know what browser created the file...it "appeared."
It doesn't give me the option of read only, etc. when I check properties. Says it's a BIN file, Cache name: CAPZEFGH.bin
It only gives me the "general" when I click on it's properties.
I'm running XP
