Is it your computer that get's slower, or your internet connection? In other words, is it ok if your not doing on-line stuff? Or is everthing getting slower?
Another thing to empty is TEMP. No one ever thinks much about this cluttered folder. But it can contain tons of junk. Before you empty it, right click on it and go to properties...to see how big it has gotten. Some people NEVER have emptied this.
Here is the path in explorer to find it. You may need to be sure you have access to see hidden files and folders and / or system files.
C:\Documents and Settings\YOUR NAME\Local Settings\Temp
You can find the Temporary Internet files folder right underneath it which you can also empty.
Also go to other users of this computer and do the same thing.
56k...... Wow! It's been since about 1998 since I said goodbye to it.
You know what my first piece of advice is going to be. Remove your 56k modem and throw it away. Spend the extra bucks for Broadband.
If you are in an area that does not have broadband then move.
If you can not afford it, just repeat this phrase over and over until you find a way. "I can't afford NOT to have broadband."
I'm just kidding....really
Amazing how so much of our lives are becoming dependent on what comes across a pair of twisted copper wires.
I am sure you can find a wealth of info on Google about how to optimize your 56k experience. First thing I would try is to replace your modem with a new one. Couldn't hurt and they are so cheap. They can go bad over time.

I agree it's probably not the CACHE that's doing this,
and we can help you work it out.
However, to answer your question,
if you're using Internet Explorer, no.
If you're using Firefox,
you can clear the cache as follows:
Tools-> Options -> Privacy -> Cache -> OK.
You can clear cookies and history at the same time as the cache.
I would answer Bluzeman's question.
I would also tell us the answers to these common questions:

What is your operating system?
(Windows 98, ME, 2000, XP?)
What firewall do you use?
What antivirus do you use?
