Which browser are you using? I use Netscape, and it does have a little "eye" that shows up on the taskbar. It indicates that pop-ups on some sites are disabled.
also, it always comes up when I log into GS at work and on my home computer...honestly..
I brought my laptop to work cause I was having problems getting the internet at home after I moved. The cable guy couldnt get it running. I have dsl cable. So I brought it to work and the head computer tech gave it a ipaddress...this company is very very shaky and wouldnt surprise me if they watch my out going messages..........long story short.....How did my boss know I emailed my Nephew from my personal computer??? :o

Sounds fishy to me. Are you sure it is not a Private Eye? :D-->
Just Google your question. These days it is the fastest source of help, the miracle of Google.

I don't know.
If it's a work pc, then it might be a program the job added that's
basically a spy.
If it is your own pc, then I recommend a few steps to make sure
it's not a program you DON'T want.
Do you have the following programs, and are they updated as of
this past week?
SpywareBlaster
AdAware
Spybot:Search and Destroy
a reputable firewall
a reputable antivirus
all recent critical updates to Windows (especially Service Pack 2)?
Have you run all these programs in the past day?
If this is malware, these should sweep it clear.

The eye sounds like spyware (malware), the biggest problem plaguing computers today all over the world.
THe IP address question just go to Google:
Google site
Why do you want to change you IP address?

I'm not sure,
but that little issue MIGHT be solved if you scroll up and follow my advice.
Even if it's not the solution to this PARTICULAR problem, it's all good for your machine
anyway and may remove and prevent OTHER problems.
Of course,
you can always just ignore my advice. It IS your computer, after all.
