What do you mean by "pop up"? Do things pop up when you are not even on a web site?
Are you on a 56k dial up connection or an "always on" high speed connection?
Read through some of the tips and trick thread here.
Sounds like you need to disable a service called Messenger.
Also review some of the other pointers there. You can make this stuff go away permanently and never come back. Furthermore your computer will be faster accordingly.
Oh, and it helps to know whether you are on the 6 year old Windows 98 or the newer XP.
