There are several famous bridges throughout the world that have been nicknamed "The Bridge Of Sighs".
Perhaps the most famous is one in Venice,Italy.
There is another "Bridge of Sighs" in London that crosses the Thames.(Waterloo Bridge)
Because Trower and members of SF were from the same general area, I would be inclined to believe
they were both making reference to Waterloo Bridge.
Now, as to who of the two used the phrase first, the answer is clear. "Itchycoo Park" predates Trowers' album "Bridge of Sighs" by at least six or seven years.
This band pre-dates The Eagles and had some MONSTER players take a turn in the guitar chair. Walsh was actually the second guitarist for this power trio.(chronologically)
The original guitarist was Glenn Schwartz who left to work with a famous west coast power outfit and still works today though he doesn't venture far from home.
The aforementioned band with Walsh recently gave a reunion show in their hometown.

Itchycoo Park was the nickname given to a park (Little llford Park) that was near lead singer Steve Marriotts' boyhood home.
