Peter Schilling did "Major Tom (Earth Below Us)", but this is neither "Space Oddity" nor that song.

Like PS'  song, however, this song references "Space Oddity."   That should at least narrow down the possible artists.

The artist is David Bowie I suspect?   I could be wrong.  Bowie's made references to Major Tom in other songs.

As far as I can tell, he's mentioned Major Tom by name in exactly 2 songs, and 1 of those was "Space Oddity."   You do have the correct artist.
