I remember a few years ago, in one of my rare excursions into a cocktail lounge, I ordered a Harvey Wallbanger and the bartender had no clue what I was talking about. It was around that time when I realized that I was no longer part of the "happening" generation...
If the scotch is good - WHO IN THEIR RIGHT MIND would water down good scotch with ice, or anything else for that matter. Good scotch (Laphroig, Lagavulin, etc) should be sipped neat from a small glass and the taste savored over time. Drinking scotch for a buzz instead of the taste is a waste of scotch.
