It's been uses many times, so I will just go with It's A Mad Mad Mad Mad World.
I doubt it's been used in many movies, though, I suppose, it's become enough of an idiomatic phrase that it could appear in movies other than the one I'm thinking of (the original).
Here's another line from the movie, and I'm sure you'll know which one I mean:
