I assume you are using a windows variant Raf. I don't for the most part. one program I am familiar with comes in a windows flavour is ffmpeg you can find it here.

Seriously though, go to My Computer (on yours, not mine) then program files, then Movie Maker. It is a good basic program.
As to the length of the videos you can up load, you have to list yourself as a director on youtube. You do this by going to My Account, then, edit channel info, then change channel type to Director.
Also you have to download the uploader. Here is where you can get to it.
Windows movie maker is already installed on your computer if you are using windows. You will also need a codec pack to give you some other options of resolutions and file types. I use the klite mega codec pack make sure you get the right thing when searching for it and downloading it.
A good commercial product is Premiere Elements. It is a stripped down version of Adobe's Premiere. It's about 80.00. And has everything that an amateur could want.

just lower the resolution and bitrate for audio and you will find considerable file reduction size.

I can't speak to programs, but if I wanted to host a 30-minute video,
I'd skip YouTube and start with sites like Megavideo.

Ok, I take back what I said about Megavideo for hosting.
I think Guba works, and maybe Dailymotion, LiveVideo, maybe Vimeo and Veoh.
For English language hosting, I think that's it.
(There's other hosts if you speak Bulgarian or Chinese and so on.)
