I think there is a distinction there. Some Bible scholars say there are three heavens: 1. The atmospheric heavens - that surrounds the earth. 2. The celestial heavens – the setting for the sun, moon, stars, planets, etc. 3. the heavenly realm – where God resides.
I believe the reference here in Deuteronomy 10:14 "the heaven of heavens"is of the third category – the spiritual realm. Some believe that is what Paul referred to by the "third heaven" in II Corinthians 12…I think so too – and also think there is a reference to it as well in
Ephesians 4:9,10 NIV
9 What does "he ascended" mean except that he also descended to the lower, earthly regions? 10 He who descended is the very one who ascended higher than all the heavens, in order to fill the whole universe.
16And Jesus, when he was baptized, went up straightway out of the water: and, lo, the heavens were opened unto him, and he saw the Spirit of God descending like a dove, and lighting upon him:

the spiritual heaven is inside and outside the fleshly heaven to me
then there is the heaven of outer darkness
