"I... Member in good standing of the He-Man Woman Haters Club, do solemnly swear to be a he-man and hate women and not play with them or talk to them unless I have to. And especially: never fall in love, and if I do may I die slowly and painfully and suffer for hours - or until I scream bloody murder."
Still not sure. There was a "Little Rascals" movie in 1994 (at least according to IMDb, which I didn't actually look at, but I googled "Little Rascals" and saw that it's listed on IMDb). Since I didn't actually google the quotes, I feel justified. Anyway, was that it?

I'm guessing that WW won't mind my adding a clue: the movie starred Danny Kaye. George

Once again, you posted a quote from a movie, where you could have posted 1/2 the script without me getting it, except for the one quote you posted. This was from early on in "Red Dawn."

I'm out of clues, guys. Best I can tell you is that it was a 90s update of a very, very old TV show.

I'm confident I haven't seen this one.
In fact, upon bowing out, I can say with confidence that I honestly do not recall
even hearing that this was filming, filmed, playing, on DVD, or on cable,
nor have I ever seen even a billboard.
Frankly, I'd dismiss this as an urban legend if you weren't asserting you've actually
SEEN it.

Gotta make it easy, then. IMDB's giveaway quotes:
"If you were my kids, I'd punish you."
"If we were YOUR kids, we'd punish ourselves!"
--------------------------------------------------------------------------------
"We just moved into town. My father bought the oil refinery."
"That explains why you're so refined!"
"Yeah, and so oily!"

It was the little rascals.
Whoopi Goldberg played Buckwheat's mom, which gives that particular quote a little added humor.

"Just to whom do you think you are talking, Mr. Marshall?"
"You is to whom I think I am talking, Ma'am."
"It's true that you are larger than me... but only physically."
"In this case, my dear lady, that is enough."
"Do you mean to tell me that you are prepared to use brute force?"
"That is exactly what I mean to tell you."
[pause] "Oh."
