I knew WW would get it. The "people on Quaaludes" line comes when Spicoli and a buddy are driving behind a particularly slow car. The first line was by "Mr. Hand," Ray Walston in what I believe was his finest role.
Okay. That was from "The Formula." It was one of those flicks propagating the silly idea that the oil companies were hiding a secret formula for a low-cost fuel that would replace gasoline. When an assistant points out to Marlon Brando, as the CEO of "Titan Oil," that they could blame a gasoline price increase on the Arabs, he retorts, "Ah, Arthur, you're missing the point: We ARE the Arabs."
Try this one, instead. It's pretty easy, but I have a LOT of quotes from this one, if we need them.
A British bank is run with precision; a British home requires nothing less. Tradition, discipline and rules must be the tools. Without them: disorder, catastrophe, anarchy; in short, you have a ghastly mess!

I'm guessing that WW won't mind my adding a clue: the movie starred Danny Kaye. George

Once again, you posted a quote from a movie, where you could have posted 1/2 the script without me getting it, except for the one quote you posted. This was from early on in "Red Dawn."

I'm pretty sure I watched this movie over the weekend, but I'm holding my guess to let someone else in on all the fun.

It's one of those movies where practically every quote is a giveaway.

"What do you want?"
"A little more caution from you, that is no trinket you carry."
"I carry nothing."
"Indeed."

Obviously one of the "Lord of the Rings" films. I believe it's "Fellowship of the Ring."

Obviously. You are correct. Both quotes are exchanges between Frodo and Aragorn at their first meeting.

Am I hallucinating? Just what in hell is going on here?

I have a feeling WordWolf will get this, if no one else does first.

This one will probably give it away:
People on Quaaludes should NOT drive cars!

Two more from the same actor as the last quote (but not the first):
Gnarly!
Those guys are fags!!

That last one sounds like Jeff Spicoli,
from "Fast Times at Ridgemont High".
I'm pretty sure it was NOT a "Bill and Ted" movie-
there were no actual mentions of drugs in those that
I'm aware of (like "Quaaludes.")
Then again,
maybe it's something like "Half-baked"...

Was the "hallucinating" line during the famous "pizza delivery in class"
scene? That's where I pictured it....
I'm surprised you didn't go with "Hey dude-let's party!",
Spicoli's commentary on encountering a wave when surfing.
I still LOVE the after-movie notes.
If I remember correctly,
Spicoli saved Brooke Shields from drowning,
then blew the ENTIRE reward by hiring Van Halen to play his
next birthday party, or something similar.
Hm.
I need a movie....

"We're Americans. With a capital 'A', huh? And do you know what that means?
Do you?
That means that our forefathers were kicked out of every decent country in
the world. We are the wretched refuse. We're the underdog.
We're mutts.
See? His nose is cold."

"Stripes."
I didn't recognize the first clue at all, though.
Here's one from an older movie (More than 20 years). I didn't see the movie, but I remember this clip from its Academy Award nomination:
Arthur, you're missing the point. We ARE the arabs!

The answer IS "Stripes".
In the second scene, his girlfriend's leaving him,
and one of her complaints is that he sits around all day
"listening to those stupid Tito Puente albums!"
or something like that.
John Winger's response was what I quoted.
(To tell the truth, I forgot that scene was there
until someone reminded me-someone who, for
some reason, never heard of Tito Puente.)
=======
I don't recognize your movie yet.

Okay, let's add a bit more context:
"The people will accept the 12 cents now because we can blame it on the Arabs!"
"Ah, Arthur, you're missing the point: We ARE the Arabs."
