Starfleet essentially enforces martial law and demands blood tests for all citizens, to which Sisko's dad vigorously objects. Also, if I remember correctly, a blackout, which was supposedly caused by the Dominion, was actually caused by Starfleet to convince the populace to allow the martial law.

"Paradise Lost."
Some of the writers were disappointed the episode budget was too small-it meant they didn't have enough extras to get across the
impression there were Starfleet all OVER the place.
The preceeding episode was Grandpa Joe refusing blood-screenings, and nobody taking the threat seriously.
Then there's a blackout, and Starfleet drops Security officers everywhere, and everyone's cooperating.
That's where this episode begins.
However,
the blackout was engineered by Admiral Leyton, who did it to get people to agree with him.
He had Red Squad do the blackout-which is why they weren't scared of what it meant.
Also, the previous episode showed the Wormhole opening and closing, as if cloaked ships were passing through it.
But that was design as well-and the Defiant was bringing the saboteur-who confessed-to Earth.
Layton was willing to have the Lakota destroy the Defiant (if it could) to stop that.

It was "The Cloudminders." Two cultures: one living in the clouds and full of peace dn beauty, the other in teh mines on teh planet below, brutal. Of course, Kirk realizes that it's the material being mined which causes the dull, brutal nature and brings the leader of the cloud people to find out firsthand (by trapping them both in a mine). Kirk has trouble defeating the old, slender, man with no martial training in hand-to-hand combat.
I think Steve! is giving it to WW, which is fine by me. I believe the episode was "Operation: Annihilate!" where enormous, flying brain cells attack Spock. The UV light would destroy the cells' influence, but McCoy used the whole spectrum of light, temporarily blinding Spock. (Thank heaven for Vulcan second eyelids!)
The second quote reminds me of the NG episode where Data loses his memory due to a radiation accident and wanders into a town similar to one in early 19th-century Earth. I think it's the same episode where Deanna takes the Command test nnd keeps failing the simulation until she sacrifices (holographic) Geordi to save the ship. When Datra gets his memory back, he's surprised to see Deanna as his superior officer.
