I really loved Martok's discussions about love and marriage. After his wife gives him the "You're fat and bald, why aren't you dead?" spiel, he turns to Worf and says, "Isn't she magnificent!!"
Incidentally, you didn't mention that it was DS9, though anyone who knew who Dax was would have inferred that.
Sounds like a "Dixon Hill" holodeck NG episode. I'm guessing Picard had his uniform on and explained it by saying he lost a bet. Can't place the episode exactly, though.

The Enterprise has to make contact with a species particularly picky about protocol, having done something unmentionably vicious to the last group who had tried to meet with them and inadvertently misspoke a word or two. Anyway, Picard decides to unwind in the holodeck with a Dixon Hill story and is joined by Data and Dr. Crusher. I forget what ensues in there (safeguards get messed up?), but Picard gets out just in time to make it to the bridge and recite a particularly guttural greeting to the aliens. He hits it, and the aliens welcome the Federation. The "Step on it" line is the end of the episode. (Right after Data, also still in costume, begins to recount the adventure: "It was a dark night in the city by the bay...")

CORRECT!
The idea was that the Stardates suggest this episode comes after the one where the Bynars "upgrade"
the holodeck, and that's why this glitch happened.
Did you catch the Sidney Greenstreet and Peter Lorre homages in the episode?
I'm also thinking the mysterious item Dixon Hill was supposed to have found was a statue
of a bird.....
I was going to add a quote about the aliens that had to be greeted in a few hours, to try to make this
a bit fairer.
And yes, he "lost a bet" and was wearing his Starfleet uniform.
But the episode IS "the Big Goodbye."
