And it's tough to remember the title, I must admit. I usually refer to it by something other than the title, because I defy anyone to actually get the title right without looking it up.
WordWolf is correct. The "no captain would ever violate the Prime Directive" quote was, of course, from Kirk. (The other quote was a Yang who had checked out Spock, having been told he was their Devil.)
"Tell me about your ship, Riker. It's the Enterprise, isn't it?"
"No, the name of my ship is the 'Lollipop'."
"I have no knowledge of that ship."
"It's just been commissioned. It's a Good Ship."
"What's the armament on the Lollipop?"
"One of the final tests in advance navigation at the Academy presents the student with three options.
When Rice took the test, he rejected all of them and offered one of his own."
"I'd call that arrogant."
"But it paid off -- he received the top mark.
And now that test has four options. The original three... plus his."
"... Where we live by the motto -- peace through superior firepower. Come -- allow us to meet your needs. If you need a little something special, be it for one target -- or multiple targets -- we got it, you'll see it..."
"The patient has lost a great deal of blood from multiple lacerations. What's your diagnosis, Doctor?"
"Your patient is going into shock."
"What do I do?"
"Elevate the legs and keep her warm."
"All right. Stay with me, Doctor. Keep talking..."
"Bridge crew - prepare to move to the Battle Bridge."
"You're going to separate?"
"Yes. I want you to take the Saucer Section and proceed immediately for Starbase One-zero-three."
This episode had a guest-star: Vincent Schiavelli.
If I'm not mistaken, it's NG episode "Armament of Freedom." A computerized weapon system continues to attack the Enterprise, upgrading its attack each time. Picard finally gets it to stop by offering to buy it. Geordi commands a young crew in the battle bridge, having sent the main saucer section off to get help.

The ARSENAL of Freedom, which was Minos' advertising name. There was a weapon in space,
menacing the Enterprise, and one on the planet, endangering the away team.
This episode featured Captain Picard endangering his life on an Away Mission,
one of the rare Saucer Separations
(Encounter at Farpoint, Best of Both Worlds II, Arsenal of Freedom and Generations
seem to have been ALL of them)
Riker's claim to serve on the Good Ship Lollipop,
and Vinny Schiavelli as the computerized salesman.
Picard figured out pretty fast that one of their clever weapons was so clever it wiped out
their civilization, but took FAR too long to figure out how to stop the weapons.
(I kept saying "I'll take it!" to the television thru much of the sales pitch in the second half.)

It's an early one.
And it's tough to remember the title, I must admit. I usually refer to it by something other than the title, because I defy anyone to actually get the title right without looking it up.

That suggests this is *looks up the title*
"11001001."
The string of numbers is too long to be worth memorizing, unless you're diehard.
The episode with the Bynars.

A great episode, if for no other reason than Riker's "holo-hottie"!

I usually refer to the episode title as "Binary."
Real trivia: that number represents "201" in normal human being numbers. What that means in terms of the episode, I do not know.
Oh, and yes, that was the correct episode.

"What could I do? I... left."
"He broke jail."
"I acquired transportation–"
"He stole a spaceship."
"The patrol acted in a hostile manner–"
"They fired on him."
"They've got no respect for private property – they damaged the bloody spaceship!"

That's Kirk 'translating' Harry Mudd's lame story.
I'm almost positive it's from Mudd's Women-an early episode that injected some 'humor'
or else it's from the insufferable "I, Mudd"-of which the less said the better
I think it's 'Mudd's Women"
no-I changed my mind-"I, Mudd"

I must agree with Hiway (at least half of him). It's "I, Mudd."

There's a couple of possibilities here.
I'll start with the ST:TNG episode where Data's on a settled planet
(pre-First Contact with the Federation), has amnesia,
and was sent to retrieve hazardous materials-nuclear irradiated metal,
in some sort of suitcase.

That was an interesting episode, but not the one I have in mind.
Here's perhaps the most ironic quote in Star Trek history:
"A star captain's most solemn oath is that he will give his life, his entire crew... rather than violate the Prime Directive."

Is this when they went into that other planet's past? Kirk to one time, Spock and Bones to another?

No. But you have the right series.

sounds like one of the many renegade starfleet captains they came across. Seems like Kirk was the only good captain in the fleet.
I'm guessing ' Bread and Circuses' here.

No, I'll go with my other guess... "the Omega Glory."
Yangs vs Kohms.
