I would guess "The Last Outpost," the first (NG) episode to feature the Ferengi. Of course, it wasn't the Ferengi who immobilized the Enterprise; it was a force from the planet they both were orbiting.

"The Last Outpost" was also remarkable in that Picard said "Merde!" when he couldn't move his ship. I guess it's OK if it's not in English!
Anyway,
"All right, now. What's all this talk of dying? They've called a turn on us 3 out of 4 times. Well, that's a better average than anyone deserves. It's our turn, now. We'll fight them. So let's not hear anything more about dying."
"Well, this is an Enterprise first. Dr. McCoy, Mr. Spock and Engineer Scott are all in complete agreement. Can I stand the strain?"
"Oh, no. I was just checking on the lass. She's going to be fine now. There's nothing wrong with her."
"Well, I'm relieved to hear your prognosis, Mister Scott. Is the doctor there with you, or will I find him in Engineering?"

Foul tip. Right series, right season, wrong episode.
This might make it a bit more obvious:
"I didn't think Mister Scott would go for the brainy type."
"I don't think he's even noticed she has a brain."
"When a man of Scotty's years falls in love, the loneliness of his life is suddenly revealed. His heart once throbbed to the sound of the ship's engines; now, all he can see is the woman."
"Scott here."
"Scotty, where have you been? Where are you?"
"In the Sickbay."
"Are you sick?"
"Oh, no. I was just checking on the lass. She's going to be fine now. There's nothing wrong with her."

sounds like 'The Lights of Zetar"- an episode I've never understood. Scotty mooning over the girl like a lost puppy, a plot dealing with 'lights' that just lays there, and makes no sense (at least to me). In short, a typical 3rd season mess.

I couldn't have said it better. Season 3 had some real stinkers, though I enjoyed episodes that featured Scotty.
This episode is, in my mind, tied with "Spock's Brain" as the worst OS episode ever. And, the worst Star Trek movie, "The Final Frontier," was an extended version of it (pointy-eared guy uses mind control to hijack the Enterprise to find God).

"Chocolate ice cream. Chocolate fudge. Chocolate chips. You're not depressed, are you?"
"I'm fine, Commander."
"Did you want to be alone with that?"
"No. You can join us."
"I don't like fudge."
"Really. I never met a chocolate I didn't like."
"Quomodo tua Latinitas est?"
"Praestat quam prius."
"Oppido bonum. Your Latin has improved."

That's it.
Robin Lefler was played by Ashley Judd, if you can believe it.

Not only that, it was her first filmed acting role.
character 1:"Captain, this shouldn't be. Our ship's power systems are failing!"
character 2:"Deflector shields failing, phasers going inoperative, sir..."
character 3:"Something is completely immobilizing us, Captain!"
character 4:"Immobilized by the damn Ferengi?!"
character 5:"I need more information! Identify what they are using!"

This was the groovy hippie episode of TOS, easily the most dated episode,
but it was quirky enough that I found it entertaining.
I was never a hippie, so they seemed like an alien culture. :)
Here's a piece of trivia...
The lead singer there may look familiar if you watch it sometime.
He's Charles Napier.
If you saw the "Blues Brothers" movie, he played the lead singer/driver
for the Country/Western band, "the Good Old Boys".
Other than the singing, he doesn't quite look the hippie type to me in the episode.

Ok,
in the interest of moving things along, I'll suppose there was some sort of confirmation for the
correct episode in there somewhere, and post the next clue.
===============================
"I've listed my report on their customs and laws, sir. Fairly simple, common sense things."
"But even the happiest report has its negatives. Let's start with them."
"There are none, sir. Not that any of us can find."

Is this the NG episode about a planet with a "fit" populace but with rather draconian laws, one of which Wesley breaks?

Yes, it's "Justice."
I think one obvious question is "how thorough is your briefing of the laws of the society,
if you didn't know there was ONE penalty for law-breaking, and it could be dispensed for littering
or jaywalking if it was done in a randomly-determined place?"

"You're sure there's nothing down there?"
"Yes, Captain."
"Not even a microbe? I don't want to blow up something that could evolve into a sentient species in a couple of billion years."
"Pineapple? My favorite! How did you know?"
"We have our sources."
"Maybe they checked us out and decided we weren't very interesting."
"Us? Not interesting?"
