Okay. Burgess Meredith loves to read. Some sort of catastrophe happens (nuclear attack?) while he's in a library basement, or something. He comes out, the only one (on earth?) alive, with "all the time in the world" to read his precious books. Then he breaks his glasses.
Indeed. The first quote was from Alex Karras during a broadcast from Detroit or Green Bay. He cleverly caught himself in mid-cliche. Of course, it wouldn't raise an eyebrow today.
While I can't rule out that Granny might have said that at one point, that's not the show I have in mind. This line (or a variant of it) was used a number of times on my intended show.

Wow. This one's been dormant for a while... "Uh I've just been handed a news flash. The word "Canada" is unrhymeable. It's easier to - I don't know - get drunk and try to climb a bull

I'm pretty sure Mrs. Howell(Lovey) said that,so I'm going to toss in a new one.
"I gotta kill that boy, I just gotta!"
Bonus clue:"Now cut that out!"

Dobie Gillis
quote one-Dobie's father about 3 times an episode
quote two-Dobie reacting to Zelda 'scrinching' her face at him-which he reflexively does in return

Sounds like the Twilight Zone episode about the watch that could stop time.

There are about five Twilight Zone episodes I remember fairly well, and that was one of them.
"It's colder than a witch's -- uh -- elbow in here, Howard!"

let's see-which Howard are we talking about here ?
Howard Cunningham on Happy Days ? The joke seems a bit 'risque' for that show.
Howard Borden on the Bob Newhart Show ? Could be-that sounds like a Newhart stutter
Howard Stern on the E Show? Nah
I'm guessing Howard Borden-and I'm guessing it's from the episode where Bob and Emily get locked in the basement

No to all. If it helps, Howard is the person's real name.

Then it's not Happy Days, either-Tom Bosley is not a Howard.
(Unless he chose the stage name "Tom Bosley",
which would run counter to this being a clue.)

No,
that's BA Baracus from the "A-Team."
They always had to trick him to get on a plane,
usually by drugging him, occasionally by hypnosis ("Eclipse!") or something else.
