Believe it or not, he hadn't thought about it! Typical HQ order. Make some doofus command and don't think about the real world. The sad thing is that I wish I were making this up. JT p.s. However, there are many posts here from women who absolutely felt degraded, used and, yes, coerced. Even if some did it willingly, it would NEVER excuse even one time when they didn't.
